National sovereignty is essential to an independent state. A nation's right to self-determination and its dignity are ensured only by its independent government.
Military domination and colonial rule over south Korea by the United States shall be terminated by the nation-wide anti-U.S. movement of all political parties, groups and people of all strata seeking after independence.
A national independent government shall be set up on the basis of a national united front with the working class as its kernel, a government which serves the broad masses of south Korean people except a small number of pro-American and pro-Japanese elements.
All forms of foreign interference in south Korea and her dependence on foreign forces shall be renounced, political programmes and policies be shaped independently and sovereignty be exercised in all fields of state affairs.
Democracy is a prerequisite for peoples fundamental rights and social progress. Democracy alone can guarantee independent and creative life of people as well as democratic development of society.
The military dictatorship, the tool of colonial rule, shall be eradicated and all fascist repressive organisation and laws be abolished. Fascist autocracy and secret terror politics shall be done away with and a democratic sociopolitical system be established to give full play to people's Chajusong and creativity. The freedom of speech, the press, assembly, association, demonstratlon and religion shall be guaranteed, workers, farmers and other toiling people be enfranchised in practice and democratic parties and organisations be provided with free activities.
All political prisoners shall be released unconditionally. Respect for personality and human equality shall be guaranteed and surveillance, shadow, terror, violence, torture and other infringements of human rights and political repraisal be all prohibited. Political discrimination and maltreatment of female shall be abolished and women's rights be expanded.
A self-supporting economy is a foundation of an independent country. Economlc independence can guarantee the independence of a country and ensure an independent life of a nation. The economy dependent on foreign forces and the comprador economy shall be renounced and the colonial economic structure be reformed so as to lay down the basis of an independent economy.
The national industries shall be rehabilitated and developed on the domestic resources, raw materials, funds and technology, and the industrial structures be balanced. The debt-stricken economy shall be reformed and domestic accumulation be increased.
Economic exchange and cooperation between south and north Korea shall be realised and a coordinated development of the south and north Korean economies be facilitated.
Private property of all manufactures and small and medium shopkeepers except comprador capitalists shall be protected, their free business activities be allowed and free investment and business activities by overseas Korean capitalists be encouragedO Foreign invetments not obstructive to independent development of national capital shall not be restricted, and those concessions be protected.
Stabilizing end improving the people's living is a basic duty of an independent governments Without stabilising it, prosperity and development of a country is unexpectable.
Amassing of riches by the privileged minority shall be rejected, fair income distribution be guaranteed, and priority be given to the stabilisation of working people's life and the promotion of their welfare.
The sacrificial tax policy shall be abolished and a fair tax system be established, by which taxes are levied progressively according to income brackets. Prices shall be stabilised.
An eight-hour working day, a uniform minimum wage system, a labour-protection system, a paid leave system and a social security system shall be enforced.
Wage differentials shall be abolished, equal payment be made for equal work, and arrearage of wages be prohibited.
Working conditions of farmers and fishermen shall be improved. Farmland abused as U.S. military bases or owned by comprador capitalists shall be distributed to peasants with no or small plots of land and peasants living standards be improved by raising prices of farm products and lowering those of fertilisers and farm machines. Fishermen shall be provided with the freedom and security of fishing and fishing boats, fishing tackle and fishing funds be furnished to poor fishermen.
Unemployed people shall be granted with employment and their living be stabilised. Working people shall be offered public-financed houses at a low rent, every sub-county provided with medical facilities, and medical care insurance system be enforced for the poor.
National education is a great cause deciding the destiny of a nation. Development of national education is prerequisite for progress of democratic society and national prosperity. The education system for U.S. worship and anti-Communism shall be abolished in order to develop an educational system by which to train talented people who are loyal to national independence.
Profiteering in schools shall be prohibited and the system of tuition fees and regular school payment be abolished.
Compulsory education up to secondary school graduation shall be granted to all children and college students be supported by state scholarship so that the heavy educational burden can be lightened.
Fascist, military control of schools shall be abolished, and democracy be implemented in education.
Development of and independent culture is a fundamental factor in fostering powerful social beings and a civilised nation. A country's prosperity and a nation's development are guaranteed by an independent culture. The corrupt American culture shall be expelled and a national culture conducive to a sound development of the society and a civilized life of the people be created.
The trend of imitating foreign culture shall be rejected and national independent culture and arts be developed.
Flunkeyism and national nihilism shall be swept away and spirit of national independence and patriotism be cultivated.
The nation's excellences shall be fully displayed so as to highten national pride among the people, and practical measures be taken to discover and protect the cultural heritages of the nation. The long celebrated cultural tradition of Korea shall be restored and an independent cultural life be created.
Establishment of healthy social ethos is an urgent task in clearing away decadent colonial evils and creating a sound way of life. This will prevent social corruption and provide people with a cheerful and worthy life.
The degenerated merry-making places for the American troops and the previleged minority shall be abolished and all sorts of corruptions and irregularities be eradicated.
The social evils including human traffic shall be completely removed. Luxury and waste shall be avoided so that the whole society may be full of morality and creativity.
Youth and children shall be led to the right path by creating good social environment and systems.
Self-reliant defence is an indispensable requirement of a sovereign state. Only when it has defence capacity sufficient to safeguard itself can it defend its national sovereignty against imperialist aggression and intervention.
The prerogative of supreme command of the Army shall be restored and the U.S. military domination over south Korea be ended. All U.S. military bases including nuclear bases shall be dismantled and south Korea become a nuclearfree peace zone.
Military maneuvres and war preparations against north Korea shall be stopped. Anti-war and anti-nuclear movement shall be actively conducted.
The present military strength shall be slashed to a level requisite for defence of the country and nation against aggressors and thus burdens of military expenses be lessened.
The forced conscription system shall be abolished and voluntary service system be effected. Men and officers joining the anti-U.S. struggle for independence shall be promoted and treated preferentially.
Independent diplomacy is a means to enhance national prestige. Only when a nation exercises her sovereignty and equal rights in international community, it is able to maintain dignity and honour as an independent sovereign state.
Independence, neutrality, peace and non-alignment shall be the basic principles of the foreign policy.
The line of neutrality shall be maintained which allows neither participating in any politico-military alliance nor inclining toward any big power.
The foreign relations shall be adjusted on the principles of friendship, equality and noninterference and friendly relations with all countries aspiring after independence, democracy and peace be developed.
Anti-imperialist, anti-U.S. common ties with all countries and nations opposed to imperialism and colonialism shall be strengthened and an active participation in the non-aligned movement be pursued to contribute to global peace and independence.
All forms of aggressive, traitorous and subordinate treaties and agreements concluded between south Korea and Japan shall be revoked.
The independent and peaceful reunification of the country is the unanimous desire of the entire Koreans and supreme task of the nation. Only by achieving the country's reunification is it possible to guarantee unified rehabilitation and development of the country and prosperity of all generations to come.
A permanent division of the nation shall be prevented and Korea be peacefully reunified on the independent and democratic principles.
Every effort shall be made to stir up the broad masses' zeal for the reunification and promote great national unity. The historic cause of the country's reunification shall be achieved by establishing a unified state of confederal form through extensive negotiations representing the general will of the nation.
Our national-liberation cause is just, and the anti-U.S. struggle for independence is sure to be won.
Pro-U.S. flunkeyism or anti-U.S. independence! We will fight for independence against U.S. imperialism and win the victory without fail.
Long live the anti-U.S. independence!
